Message to all MEOs on Mid Day Meals Scheme
Mid Day Meals Scheme, Office of the District Educational Officer,Warangal, Dt. 26-12-20141. All the Mandal Educational officers in the District are informed that during the review meeting of the Mandal Educational officers held on 05-03-2014, it is reviewed that the visit of Mid Day Meals schools are very poor and needs to improve the visit of schools and to submit their reports by every Thursday afternoon withoutfail. They are also informed that while they are visit to the schools, to observe the Mid day Meal scheme and also the physical facilities such as water and toilet facilities provided in the school.
If any school is not having proper water facility and inflow water facility in toilets especially in High schools, they are requested to bring the facts to the notice of the District Educational officers , and also the project officer, Rajiv Vidya Mission, Warangal without fail. The visit of schools especially in the academic year 2014-2015 are very poor. During the Video conference held on 08-10-2014 the Additional Director MDM has reviewed the inspection of schools and also the physical facilities available in the schools and to take immediate necessary steps in all the schools under Swachha Bharat and maintain the school premises and cooking and serving MDM under Healthily and hygienic conditions. Utilize Budget by 5th of every month by drawing the bills from the treasury for cooking cost and CCH and also submit the Expenditure statements by 10th every succeeding month without fail.
2. Please update MIS MDM data every month by 5th withoutfail. The principle Secretary Government and Commissioner and Director of School Education, Telangana, Hyderabad are reviewing the data updation at state level and the data closely monitor by the Government of India.
3. Defaulter MEOs for not updating Annual data up to 26-12-2014 – Warangal 11 schools , Regonda (1) school. The Mandal Educational officers not update the data even after lapse of 8 months please update by today if necessary to contact the state user id immediately.
4. Defaulter MEOS for April-2014, June-14, July-14, Aug-2014 and Sept-14 Maripeda , Regonda Warangal .. The Mandal Educational officer to update the data by today as a last chance without fail.
5. Defaulter MEOS for Oct-2014 :- Atamkur, Bhupalapelly, Chennaraopeta, Eturnagaram, Kothaguda, Mangapeta, Maripeda, Nellikuduru, Palakurthy and Parkal to update by 27-12-2014 withoutfail.
6. MEOs to update MIS data for the month of Nov2014 Defaulter MEOs:- Atmakur, Bhopalapelly, Chennaraopeta, Eturnagaram, Ghanapur(M), Zaffargadh, Kesamudram, Kothaguda, Mahabubabd, Mangapeta, Maripeda, Narsimulapeta, Nellikuduru, Palakurthy, Parkal, Rayaparthy, Regonda, Shayapeta, Thorrur,. Warangal to update by 27-12-2014 withoutfail.
7. RICE CLOSING BALANCE DEFAULTER MEOS: BHUPALAPELLY, CHENNARAOPETA, CHERIAL, CHITYAL, DORNAKAL, DUGGONDI, ETURNAGARA,, GEESUGONDA, Ghanapur(M), Gudur, Hanamakonda, Kesamudram, Mahabubabad, Mangapeta, Maripeda , Mulugu, Nallabelly, Narsimulapeta, Nellikuduru, Palakurthy, Rayaparthy, Sahyapeta, Thadvai, Venkatapur and Wardhannapeta to submit by 2 PM today.
8. Budget Expenditure Statement as on 10th of Every Month to submit by all the MEOs in the district.

The Deputy Educational officers kindly to take necessary measures for implementation of the orders of the C&DSE, AP,Hyd and visit at least two Schools per day and submit report daily, as per scheduled, every Thursday without fail. Their weekend report also for the month of June-2014 to 15th dec not received till to date please submit by Thursday of every week without fail.
It is noticed by the Delegates of Government of India and Additional Director MDM on 08-10-2013 during the Video Conference instructed that the Data entry operators, the data updated in the online is not appropriate in certain schools the higher officials observed that the Mandal Educational officers are not observing the day to-day updations of MIS Data. Therefore, they are requested to keep close watch while updation of MIS Data such as enrollment, Meals taken, payment of Cooking Cost , and CCH and also name of the self Help Group and budgetary provisions available in the Mandal etc.,
To submit Rice Closing balance on or before 25th of every month month taking the actual Utilized the Rice up to 20th of every month and average from 21st to Month ending, and submit the Rice closing Balance particulars in between by 25th Withoutfail, They are also requested to submit the Rice closing balance to the Tahasildhars concerned for onwards submission to the Joint Collector (Collector Civil Supplies ), Warangal by 1st of Every month withoutfail. But, they are failed in every month to submit the data by month ending. This shall be avoided. Be prompt in submission monthly report. Submit Rice closing balance by 25th of every month without fail.
While submission of Rice closing balance the Mandal Educational officers have to ensure that whether all the Head Masters in respect their Mandal have been submitted the Rice closing balance and verify whether the total allotment of Rice taken from the dealer. No Rice shall be left over with the dealer and up to date stock entries to be made in the Mandal level and also at school level stock and issue registers. If anything wrong is noticed later the person who is responsible for such lapses will be liable for initiation of action as per rules.
As seen from the Expenditure statement received from certain Mandal Educational officers in the district that they are huge amounts are pending with them for which they have to draw the bills of MDM from the treasury the schedule for the submission of Bills is from third (3) of every month to 12th only. If they failed to submit the bills as per the schedule the funds will be lapsed for which they will be held responsible. Additional Director MDM has instructed to take immediate necessary action for the clearance of all the MDM bills for the Budget available with them. Therefore, they are requested to see that the Budget available with them shall be utilized as per schedule without lapse. The diversion of head of account is not permissible under any circumstances.
Progress report on Constructions of Kitchen Cum Store rooms at Mandal level to submit every week Monday withoutfail.
Conduct SMC meeting at mandal level as per the orders of the Government and submit the nutes of the meeting by 10th of every month without fail. The conduct of SMC meeting will coordinate the mandal level issues on the implementation of MDM scheme and also to sort out the problems through the officers concerned.
It is instructed in the Video conference on 08-10-2014 by the Addl Director MDM Hyderabad that the supply of Gas connection to the cocking agencies is one of the priorities work. Therefore , they are requested to collect the DATA if any cocking agency is utilizing the gas connection in their respective mandals. If they are any gas connection , the name of the consumer , gas connection consumer Number , name of the gas company, whether they are utilizing subsidized gas or free market gas, number of cylinders required for month and for year how much amount are spending by the cocking agency may be specified.
To maintain SB account to all the cocking agencies and cock cum helpers and payment shall be made through online their SB account only. No amount shall b e paid to through cash. If any deviation they will be held personally responsible.
Please take delivery of food grains from the Tahasildar as allotted by the Collector Civil supplies, Warangal and allotted by the DEO, Warangal. No food grains shall be left over with the dealer. If any irregularities noticed in this regard they will be held personally responsible.
In view the rainy season, they are requested to take all precautionary measures for supply of hot cooked MDM to the pupil by following the usual procedure and maintain the registers up to date without fail.
