Minutes of the steering Cum Monitoring Committee for effective implementation of MDM Scheme

Minutes of the steering Cum Monitoring Committee Meeting for effective implementation of  Mid Day Meal Scheme  held on 22-08-2013 at 4.00 PM in Conference Hall at Collectorate, Warangal.

Minutes of the meeting :- 
1. The Collector and District Magistrate, Warangal  has reviewed the effective  implementation of Mid Day Meal Scheme and to take preventive precautionary  measures in the implementation of the Scheme taking the recently an incident occurred under MDM Scheme in Bihar wherein as many as 23 students died and hundred others fell ill after consuming Mid Day Meal served to them.
2. It is reiterated the instructions issued by the Government from time to time and it is stated that  the Mid Day Meal Scheme is being implemented
  • a.Improving the Nutritional status of children.
  • b.Encouraging poor children on class room activity.
  • c.Providing nutritional support to children.

3. Especially the review meeting is ment for review of the supply of Food Grains, Transportation of Food Grains, and facilities provided in the Schools such as water etc., and also constructions of Kitchen Cum Store room.

4. It is Noticed that while implementation of  MDM  Scheme there is a variation  in enrollment i.e., enrollment / attendance / Meals taken. It seems that their might  be variation of 30%.

5. The Revenue Divisional officers shall also  be attended to  the review meeting.

6. It is also reviewed that in certain  Mandal Educational officers have not submitted the Rice Closing balance as on 22nd August, 2013 namely Mogullapelly, Wardhannapet, Ghanapur(M), Bachannapeta, and Palakurthy. Further, from next month onwards the closing balances shall be reported on or before 20th of every month to facilitate movement of Rice along with PDS Rice to the dealer and Schools.

7. The Deputy Educational officers  have to monitor the entire Division on implementation of MDM Scheme. They have to submit the tour programme duly identifying the  inspection of MDM Scheme in the Schools  and over see the arrangements in MDM Scheme and also the maintenance of Quality and quantity of the Mid Day Meal.

8. It is noticed by the Chairperson that the Cooking cost provided to the Cooking Agencies is  to be improved and provide  four eggs in a week, If the supply of commodities   oil such as termaric powder,  Chilli powder,   tamarind , Dall,  etc., can be tide up with Civil Supplies Corporation.  The Committee consisting  the District Educational Officer,  Project Director DRDA and Deputy Educational officers Mulugu and Mahabubabad / Mandal Educational officers, Warangal, Hanamkonda, Janagaon, Zaffargadh along with parents/SHGS shall  Conduct work shop to finalize uniform menu duly workingout    Cooking Cost and take necessary action to increase number of eggs in a week.

9. All the Deputy Educational officers and Mandal Educational officers have to take necessary measures for the Display of  Menu board in the School and also to announce  the Menu  during   the prayer it self.

10. The District Manager Civil Supplies shall supply the Best Quality of ‘A’Grade Rice to the Mandals  for the implementation  of   MDM Scheme.

11. Appropriate action shall taken  against Cooking Agencies  if they failed to  implement the Menu.

12.The Mandal Educational officers shall take necessary action to furnish closing balances by 20th of every month.   duly submitting a copy to concerned  Tahasildhar and to District Supply officer/ District Educational Officer.

13.To conduct the training programme to the Cooking Agencies and Cook Cum Helpers to ensure utmost personal hygiene  and ensure that Children wash their hands with soap before and after eating.

14.The Deputy Educational officers and Mandal Educational officers have to issue instructions to all the Head Masters in respect of their judirction to  maintaine the  records at School/Cooking Agency level such as attendance register enrollment present MDM availed, general register for  MDM opted children, Rice issue Register MDM Consolidated Monthly Register / Monthly Bills and visitors register. At Mandal  level Cash book sub treasury office Register and stock entry Register.

15. All the special Officers in the District have to visit two or three Schools and see implementation   of MDM Scheme. They have to verify the facilities provided and also balance of food Grains etc., they have to submit the report to the Collector and District Magistrate, Warangal on the day of visit duly extending a copy to the District Educational Officer, Warangal.

16. The District Medical & Health Officer   has to take necessary measures on the Conduct of Health Check up frequently and the project Officer,  Rajiv Vidya Mission, Warangal to take necessary steps for  providing  of Health cards to the pupil.

17.The Deputy Educational officers and Mandal Educational   officers are instructed to  identity the idle Class rooms available in primary and Secondary Schools in the District and to take necessary measures for using them as  kitchen room for cooking of MDM , by arranging smoke less chullas etc., and also instructed to make them clean of once in a week.

18. It is instructed that the Mandal Educational officers in the District to purchase the soap etc., from the provisions of MME at School level funds from the Girijan Corporation only.

19.The Superintending Engineer panchayat Raj, Warangal to take necessary measures for early construction of kitchen Cum Store room as discussed  in the earlier meeting  held on 17-07-2013.
