Sub:-Civil Supplies – Warangal District – Mid Day Meals Scheme – Allotment of rice under Mid Day Meals Scheme to the Primary( i.e. I to V), Upper Primary(i.e. VI to VIII), High Schools (i.e. IX & X) and NCPL institutions of Warangal District for the month of April,2014 – Orders - issued.

ORDER:
In the references 1st read above, the CCS, A.P. Hyderabad has allotted a quantity of 569.678 Mts (i.e. Class I to V = 220.000 MTs, NCLP Schools = 10.800 MTs, VI to VIII =215.566 MTs and IX & X= 123.312 MTs) of rice to the Warangal District under Mid-Day Meals Scheme Programme for the month of April,2014. Further, it is requested to ensure that rice under Mid Day Meal Scheme is released to the implementing agencies strictly as per the guidelines issued by the Govt. in Education Department from time to time. It is also requested to ensure that rice meant for the MDMS cooked programme is properly utilized without misuse or diversion.
In this regard, it is informed that the District Educational Officer, Warangal vide ref. 3rd & 4th read above has furnished Mandal-wise closing balances for the month of February,2014 and also furnished Mandal-wise & Class wise strength particulars of Students i.e. I to V : 1,32,142, VI to VIII: 83,900, and IX & X: 54,532 thus Total Strength 2,70,574 for implementing the Mid-day Meal Programme. Further, he has requested to allot rice under MDM Scheme to the MDM opted children in the district. The D.E.O., Warangal has been requested several times to furnish the MDM rice Utilization Certificates for the academic year 2008-09, 2009-2010 2010-11, 2011-12,2012-13. Accordingly, the D.E.O., Wgl and all the Tahsildars in the district once again may be requested to submit the Mandal-wise/School-wise rice UCs submitted for the academic year 2008-09, 2009-2010 2010-11, 2011-12,2012-13 by 2nd of next month along with month-wise/mandal wise closing balance of MDM rice to this office invariably, without fail.
Further, the District Educational Officer, Warangal is directed to ensure that rice under Mid Day Meal Scheme is released to the implementing agencies strictly as per the guidelines issued by the Govt. in Education Department from time to time. It is also requested to ensure that rice meant for the MDMS cooked programme is properly utilized without misuse or diversion. The District Educational Officer, Warangal shall ensure that good quality rice is lifted and it is cooked in clean environment.
The Commissioner of Civil Supplies, Hyderabad has allotted a quantity of 569.678 MTs., of rice for the month of April,2014 and the District Educational Officer, Warangal has furnished 137.348 MTs of rice shown as Closing Balances for the month of February,2014 as March,2014 Closing Balances were not yet received. Hence the allotment is made duly deducting the Closing Balances of February,2014 as mentioned below:

Therefore, sanction is hereby accorded for allotting a quantity of (406.316) MTs., of Rice under Mid-Day Meals scheme duly deducting the closing balances of February,2014. The District Educational Officer, Warangal is directed to re-issue the mandal wise allotment of rice under Mid-day meals, duly deducting the closing balances for the month of February,2014 and under no circumstances excess allotment to be made.
Further, the following instructions are issued for strict compliance:
i. Tahsildars are directed to ensure that issue allotment and Release orders while deducting closing balances of previous academic year/month and submit MDM Rice Utilization Certificates along with month-wise closing balances invariably to this office by 1st of every month without fail. So, as enable to make next month MDM allotment to the Mandals and ensure that rice meant for the MDMS cooked programme is properly utilized without misuse or diversion. Any delay and deviation in this matter will be viewed seriously.
ii. Tahsildars shall monitor the stocks released to the fair price shops, stocks lifted by the implementing the agencies as per the procedure in vogue. The Tahsildars are requested to ensure that the Rice stocks under Mid Day Meals Scheme should be supplied only after proper weighment and that there should not be any scope for complaint of short supply or under weighment. Further it is requested to issue instructions to the F.P.Shop dealers to obtain signature of the implementing Agencies in token of receipt of stocks with proper weighment.
iii. Tahsildars shall obtain closing balances and Rice UCs from MEOs concerned and release balance requirement for the next month to avoid short fall of the rice and any misuse.
iv. Tahsildars/MEOs shall reconcile the stocks released to the fair price shop, from fair price shop to Head Masters and Utilization of every month.
v. The District Manager , APSCSCL, Warangal is requested to arrange for supply of rice under Mid-Day Meals Scheme basing on the allotment orders issued/ROs issued by the Tahsildars concerned.
