RVM(SSA) Warangal - Uniformity in Maintenance of Bank Accounts

Sub:- RVM (SSA) - Warangal - Uniformity in maintenance of Bank accounts at SPO, DPO and sub-district units to ensure effective control and Streamlining of funds flow and related issues - Entrusting Warangal district, Project Office and mandals allotted to State Bank of Hyderabad - Instructions issued - Reg.

Ref:-The State Project Director, RVM (SSA), AP, Hyderabad, Proc. Rc.No.A1/85/2013, dated. 22.03.2014.

It is to inform that at present the bank accounts of sub-district units are spread over in (35) different bank branches in the state which results problems in monitoring the accounts and reconciliation of receipts and returns from SPO/DPO and sub¬district units. As a results huge funds are piling up in the sub district accounts. Hence, MHRD, Govt. of India has been requested for permission to change over the bank accounts in three or four nationalized banks. In the reference cited above the MHRD GOT has accorded permission to open the SSA accounts in any Nationalized/Scheduled bank as per procedure laid down in para 72 of the Financial Management & Procurement Manual of SSA.

In the reference cited above, the Principal Secretary to Government, Education (PE.SSA) Department has accorded permission to change over the bank accounts of the District Project Offices and Sub-district units in 2 or 3 nationalized banks subject to Executive Committee ratification for effective control and monitoring of the funds.

The State Project Director, RVM (SSA), AP, Hyderabad through vide reference cited, the DPO and all MEOs are instructed to change over all SMCs bank accounts and open in the "State Bank of Hyderabad" only and the following steps have to be adopted by the District Project Office and Mandal Educational Officers.
  • a) The State Project Director, RVM (SSA), AP, Hyderabad has issued instructions to stop SMCs transactions have to be stopped from existing/old account on or before 30.04.2014.
  • b) The audited balances should be transferred to the new SB accounts of respective branches.
  • c) After getting audit, the closing balance should be transferred to new account by 31.05.2014 and to accord irrevocable mandate in favour of the banker for retrieval of funds as and when requested by the State Project Director, RVM (SSA), AP, Hyderabad.
In view of the above, all the MEOs are hereby instructed to maintain the SSA Accounts in State Bank of Hyderabad, Nationalized Bank only from 01.05.2014 onwards for strict compliance of above instructions and the closing balances as on 31.03.2014 should be transferred to new account numbers immediately, and report compliance by 30.04.2014 without fail.
