Subject: School Education- Part Time Sweepers working in Govt.and Z.P. Schools Payment of Wages Issue of Service Certificates by the Headmasters - Certain Instructions Issued Reg.

The attention of all the Deputy Educational Officers, Mandal Educational Officers and Headmasters of Govt.H.S/P.S and ZPSS in the district are invited to the references read above and they are informed that, the Commissioner and Director of School Education, Telangana State, Hyderabad has issued clear instructions that, the appointment of Part Time Workers is purely on temporary and they shall not be asked to do any full time work to the Part Time Sweepers of their schools, if any Headmaster is found to be employing on full time basis, such of those Headmasters shall be personally liable for disciplinary action including the recovery of full time wages from their salaries.
Further, some of the Head Masters are issuing certificates at their whims and fancies, indicating that the part time workers worked full day. The Headmasters are neither competent to engage the services on full time basis nor competent to issue certificates when such instances come to the notice of the undersigned they shall immediately keep such erring Headmasters/ Drawing Officers under suspension and they are initiate disciplinary action under rule 20 of CC and A Rules.
Further, the Headmasters/M.E.Os who are the Drawing Officers of the Part Time Workers are instructed that a proforma certificate shall be issued by the Drawing Officer which is given here under to state that part worker has not been given any full work during the month and he had worked only on part time basis and also they are instructed to enclose the certificate which is issued by the Drawing Officers concerned by submitting the bills before the Treasury Officers concerned.
Further, the Deputy Director, District Treasury Warangal and Sub-Treasury Officers in the district are requested to insist for submission of the above mentioned certificate from the Drawing Officers concerned before passing the claims.
In view of the above, alt the Headmasters of Govt.H.S/P.S, MPPS and ZPSS and Mandal Educational Officers who are the Drawing Officers of the concerned Part Time Sweepers are strictly instructed to follow the above instructions properly otherwise the disciplinary action will be taken against them as per CC and A Rules. These reference shall be treated as MOST URGENT and SERIOUS. The receipt of these proceedings shall be acknowledged.
