As, Deputy CM has taken this issue as special and this is the first counselling after Telangana Formation where this should be done transparently with out any allegations. The new guidelines received to DEOS, where this helps to handles counselling transparently. This counselling process starts on 7th July 2015 and ends by 16th July 2015.
New Guidelines
1. Transfer Counselling should begin at 8.00 am and ends by 8.00 pm.
2. Everyday only 200 -300 members get through the counselling process.
3. Maximum at 2 places counselling should be done, for 1 centre DEO and for other official recommended by collected will guide /lead this process.
4. Teachers will be sent in to the counselling hall as balches by dividing them.
5. Every 30 members will be divided as a batch.
6. District Level officials will observe the total process from beginning to the ending.
7. Teachers are allowed to choose options on the basis of merit.
8. Vacancies will be displayed on the screens.
9. Option to choose new place should be done infront of the committee members. The rest of process will be done through software.
10. If any technical problems arises, by solving it only they will move further.
11. Teachers are not permitted to attend counselling if they absents on their prescribed schedule.
12. After deleting the selecting option in the list automatically the working place of them will join in the list.
13. 30 minutes gap between two sessions. (To get clear idea on the vacancy position, the list will be displayed on the notice board ).
14. Posting orders will be issued on the same day of H.M’s &Teachers.
15. If long standing teachers absents the counselling according to the schedule, they will allot places through counseling in the remaining vacancy list.
16. Posting will not be given under the same Grampanchayat.
17. No modifications after once the posting orders issued.
18. They will perform counselling according to the judgement given for pending cases.
19. After the completion of transfers the list will be displaying in DEO,RJD,ZP offices.
20. Teachers should relieved on the date of issuing orders and join in new school next day.

Teachers Transfer Counselling:
Teachers counselling is quite different from others, because the no of working in this field /sector is high. So, as usual the complications is also more while counselling. If you observe previous years the counselling process goes on till early morning and continues with a few hours gap.
